The aim of the project ‘Improvement of mobility, traffic safety and environmental protection by planning Saimaa Canal bypass road to BCP "Brusnichnoye" (hereinafter – Project) is to prepare and approve site planning documentation for new road from the federal highway A-181 “Scandinavia” to the “Brusnichnoye” border crossing point. Project implementation is funded by grant provided by cross-border cooperation programme “South-East Finland – Russia” 2014-2020. The Directorate acts as a Lead partner and is responsible for project management, coordination of partner’s involvement and project accounting.

The project partners are the Finnish Transport Agency and Centre for Economic Development, Transport and the Environment of the South-East Finland.
In 2018 Directorate in partnership with the Finnish Transport Infrastructure Agency and Centre for Economic Development, Transport and the Environment of the South-East Finland successfully completed feasibility study of a new road to BCP Brusnichnoye under the grant of Northern Dimension Partnership on Transport and Logistics (NDPTL) cross border cooperation programme. The feasibility study provided technical parameters, perspective tracing of the new road, estimations of capital and operational expenditures and economic benefits.

The existing road to BCP Brusnichnoye that is leased out by Finland up to 2062 was constructed in 1960s as a service road for maintaining Saimaa Сanal. Until now, the road has never been reconstructed with respect to expansion of carriageway or changes in route. Technical parameters of the road do not meet the requirements for current traffic density, which in its turn negatively influences road capacity and safety.

The road parameters do not match the requirements of international transport route. However, the route itself is in high demand since it is integrated in ninth Trans- European corridor, international transport corridor “North-South” and international road corridor “Europe – Western China”.

Preparing and approving site planning documentation for the perspective road to BCP Brusnochnoye bypassing the Saimaa Canal

Project status: 

The grant-contract between Directorate and Managing Authority “South-East Finland – Russia” CBC 2014-2020 was signed on March 30. 

At the moment the competitive tender for choosing the contractor for preparation of site planning documentation is ongoing. 

Also, the order for preparing site planning documentation from Committee on Leningrad Oblast town planning policy was received. 

Project Budget and Funding Sources:

948 645 €, including 758 916 € as a grant from the South-East Finland-Russia CBC
