Autonomous Non-Сommercial Organization "Directorate for Development of the St.Petersburg and Leningrad Region Transport System" was established in 2013 by the Government of the Russian Federation, the Government of St. Petersburg and the Government of the Leningrad Region in order to increase the level of coordination of federal executive bodies, executive bodies of St. Petersburg and Leningrad region in implementation measures aimed at development of the St. Petersburg and Leningrad region transport system and to ensure their coordinated activities.

The main purpose of the Directorate is to establish effective cooperation between the subjects of the region's transport infrastructure in the implementation process aimes at the development transport system (including public-private partnership projects).

The Directorate coordinates in the development of civil and regional aviation, development of public passenger transport, rail and inland water transport, development ofoff-street types of rapid transit, including light rail transport, to improve the quality of traffic management and intelligent transport systems, creating transport hubs and single parking space, development of transport and logistic centers, highways and road network.
