Development of a concept for the use of geolocation data and data from cellular operators to increase efficiency of passenger transport in the St. Petersburg metropolitan area

Project Description:

The goal of the project is analysis of a possibility of use of geolocation data and technical solutions of cellular operators in the transport industry of St. Petersburg and the Leningrad Region, as well as formulation of requirements for geolocation data (including reliability, accuracy, periodicity), to improve the route network, including the network of adjacent interregional regular transport routes of St. Petersburg and the Leningrad Region, timetables, modeling and management of passenger and traffic flows in Saint-Petersburg and the Leningrad region.

Project objectives:

Analysis of geolocation data available to mobile operators and existing methods for their processing.

Assessment of a possibility of use of geolocation data and technical solutions for needs of the transport industry in St. Petersburg and the Leningrad Region, including for creation of a matrix of passenger flows.

Preparation of proposals on use of geolocation data and data from cellular operators for the transport industry of St. Petersburg and the Leningrad Region in order to increase efficiency of passenger transport: - Determination of goals and objectives of use of geolocation data in the transport industry of St. Petersburg and the Leningrad region.

- Formulation of requirements for geolocation data (including accuracy, positioning frequency, filtering) for its use in the transport industry of St. Petersburg and the Leningrad Region.

- Assessment of the compliance of the requirements for geolocation data for their use in the transport industry with existing solutions of operators (including mobile operators).

- Development of an action plan for implementation of the project with a preliminary assessment of costs.

Assessment of socio-economic effect of implementation of suggested measures.

Project Budget and Funding Sources:

Extra financing is not needed. The work is completed without involvement of third parties.

Timeline for implementation:

1-st quarter of 2017 - 3-rd quarter of 2017
